Is there a penalty for crashing?

Yes, there is a penalty for crashing. Normally, crashing would result in the immediate failure of a level; however, during timed drives, crashing will severely slow them down. This means that when you crash, your car will “restart,” resulting in a speedometer that will revert to 0. 

Are upgrades permanent?

All the upgrades a player will purchase are permanent. This means that once you have spent your in-game currency on some upgrade or purchase, there would be no way to get it back, so players are advised to upgrade and spend their money carefully.
